In January 2014, the Québec City Jean Lesage International Airport (YQB) and the Aéroport de Québec Inc. (AQi) initiated a $277 million on site expansion and airport development project called YQB 2018. YQB 2018 is the largest expansion and redevelopment project in the history of YQB. YQB 2018 consists of over a dozen individual construction projects and a number of IT programs, with all efforts focused on the core value and raison d’être: Passenger First. Passenger First is designed to meet the highest standards in the airport industry and provide the best possible passenger experience.
The YQB 2018 project objectives are as follows:
- Terminal Expansion
- Enhanced Passenger Experience
- Upgrade of Airport Facilities
The-new-and-improved facility features:
- Increased baggage carousels serving international flights
- A larger capacity baggage area
- A more user-friendly, better-designed customs area
- Expanded food court and restaurant areas
- Four new gates
- A state-of-the-art curbside and loading zone
Passenger experience, a true AQi priority, will be greatly enhanced by integrating new technologies resulting in a faster, more efficient, and smoother airport experience.
In March 2013, SITA was engaged by the YQB to develop an IT Master Plan and to perform a detailed analysis of all airport systems including Passenger Processing, Airport Operations, Baggage, Financial, and Administrative systems. The IT Master Plan was delivered in July 2013.
In May 2015, SITA was engaged by YQB as a Master Systems Integrator for the YQB 2018 project.
In July 2015, SITA engaged Inspired Networks as the Technical Design Authority (TDA) responsible for the development of the functional specifications for the following:

- Structured Cabling System, Plant, LAN, WLAN, IPT (telephony), WAN, DAS Mobile, Private Mobile Radio (PMR)
- Airport Operation Systems
- Airport Operating System (AMS, RMS), EVIDS, Enterprise Bus, Public Address System, Visual Paging, Digital Signage, Queue Management
- Passenger Processing Systems
- CUPPS, CUSS, APC Kiosks
- Baggage Processing Systems
- Baggage Messaging System, Baggage Reconciliation System
- System Interfaces
